Yes, there is a reason-- it occurs because species reproduce faster when such occurs (a male can impregnate many females, a female can only be successfully and healthily pregnant about once a year).

This is great, if your goal is to ensure the continuance of the species.

Problem there is other tyrants will rise to take their place. It's the blatant disregard of the constitution and none standing up for it that's causing the rise at least to this point a soft tyranny. It'll become more tyrannical as time goes on.............
