Israeli filmed shooting prisoner. Incident called "a stark violation" of its rules of conduct. This isn't the first incident of abuse by Israeli soldiers reported. So is this regret shown by officials sincere or just result of getting caught on film?

An Israeli human rights group has released a video that shows an Israeli soldier shooting a blindfolded Palestinian man with a rubber coated steel bullet at close range.
BTselem released the video on Sunday, saying it had forwarded a copy to the Israeli military police and was demanding an investigation be opened.
The video shows a Palestinian man, whom BTselem named as Ashraf Abu Rahma, handcuffed and blindfolded standing by a group of Israeli soldiers.
One soldier aims his weapon at the Abu Rahma's legs, from about 1.5 metres away, and appears to fire at him.
A statement on BTselem's website said Abu Rahma stated that the bullet hit his left toe.
The Israeli army admitted one of its soldiers had fired the shot and called the incident "a stark violation" of its rules of conduct.
"The injury was sustained when an IDF [Israeli army] soldier fired an anti-riot weapon in close proximity to the detained Palestinian man, who had been arrested for taking part in a violent riot," the statement said.
The army said it would investigate the incident.
The rights group said the incident took place on July 7, in the village of Nilin in the West Bank and had been filmed by a fourteen-year-old Palestinian girl in Nilin.

Even on an al Jazeera report they state that this is contrary to IDF policy and that there will be an investigation.
The fact that after 7 years of intefada this is the best they can do in finding IDF soldiers breaking their own rules is very telling. They shot his toe with a rubber bullet. How barbaric eh?
You would never see this happen on the Palestinian side. They shoot and blow up innocent civilians to kill and maim. -

Answered This Israeli government has always treated Palestinians fairly. It's the Palestinians who should have just left their homes to the Jews instead of becoming terrorists.
Not all Palestinians support Hamas and live peacefully with the Isrealis. Hamas and their supporters do not deserve to be compared to or treated like other Palestinians. He was involved in an anti-Isreali demostration, where is the whole story? What did he do to warrant the shooting, with a rubber bullet no less? He should be grateful he was not an Isreali facing Hamas soldiers, he would have been beheaded. Here is a picture of him...Innocent victim?

But I also think there is bad seeds every where we go.I hate to think my families home land to be so awful.But they have gone through so much .That does not give them the right to ignore their laws.Like I said there is bad everywhere,this is just another case. -

How about which water fountain or bathroom you are allowed to use. Back in the 60-70s in my old neighborhood you would not have been allowed across the bridge to enter.
