You!

If a friend that is receiving government assistance won a large amount of money and
asked you to turn in the winning ticket so not to lose his allotment, would
you if he offered to share some of the winnings?

You don't lie to cops. That's all I have to say about it.

You have to fill out an income statement that goes directly to the IRS now when you win big prizes. Can't win a car and take it home without paying the taxes on it first. Lottery winners have to pay tax on the money before they get it too. I'm not willing to tell the IRS I have more money that I do - that's just stupid!

You didn't mention how big the lottery winnings were and what type of assistance the person is receiving. If the winnings were $1000.00 and the person was on SSI, they would lose their medical benefit. I wouldn't care that they lost their month's SSI payment, but the medical is worth a hell of a lot more than $1000.00. I might do it to help out in that type of situation.
If they won $100,000 or more, hell no. They would be able to afford medical insurance and still have a bit left over to create an income for themselves. That would be an opportunity for them to become financially independent of the system, and I would not support them in continuing to receive assistance.

I don't know the amount, a friend told me about this, He did say the person was receiving direct aid, I think it's called welfare in the US.

And I would immediately perpetrate the crime of screwing my friend out of their winnings.

Depends upon the crime, the reasons behind it, and the friend.

But in answer to your second question, no.
