Would passing a law to making bullying illegal put a stop to it?

One in three middle and high school student have been victims of physical and mental bullying accordind to the american psychological associtian. In may 2001 president Barack Obama organized the white hous conference on preventing bullying to brainstorm potential ways to eliminate the hate crime and some attendees petitiones to make it illegal. Do you think that passing a law would cut back on the amounr of bullying that happens? I got this from a magazine haha sorry. I would post a picture but this is on my phone.

    It's been going on forever, it will never stop. We finally made the death penalty a reality - has that stopped capitol crime? NOPE. Laws are to keep the honest people honest - bad people could care less.
