Why do they let scams advertise on television?

I have seen a lot of advertisement of products on television but my question is why do they let them advertise when all along it's a scam. Isn't there any background check on advertisements or standard security procedures for consumers?
Take this for an example:

As I have seen the reviews, a lot haven't receive their product even after 6 months of waiting. Some received theirs but the advertisement's claim that it could charge an Ipad when in reality, it couldn't even fully charge a phone according to one consumer.
And also, advertisements that says "If you're not satisfied, mail the product back and get your money back guaranteed." I knew people who returned the product and haven't received the money back at all..
What do you think should be done with issues like this?

Not falling for it 2013/01/01 20:44:44+5Everything that is wrong with this country is BECAUSE OF TOO MANY LAWS you bunch of liberal pansies. You want a law for everything. Suck it up, be a man and take responsibility for your own actions. If you got duped, shame on you. Laws already exist to tackle this sort of problem... it doesn't take new ones, just enforcement of current ones.






















In reality, it has a battery (400mah?) with very little capacity that will only charge up a small % (about 10-15%) of the smart phone and very small (2% or so) of a tablet.
Furthermore, if trying to recharge as solar, it will need to be in direct sunlight for about 30 hrs or more to recharge which is really not feasible.
The problem is the ad and company behind the ad are not truthful in explaining the features correctly.
Recommedation: Find a product and company that has true claims
TV Networks NEED money...
Bogus Product makers HAVE money...
Put the two of them together, and there you go!
System..will it ever change...Dishonesty seems everywhere
