Look at Ephesians 2:8, 9: "For by grace are ye saved through faith: and that not of yourselves: it is the gift of God: Not of works, lest any man should boast." Read Romans chapter Five where salvation is called God's gift six times.

The "faith without works" comment comes from James chapter 2 in the Bible. It deals primarily with how to show to other people that your stated faith is real. It doesn't have in focus the mode of salvation, rather the veracity of the salvation/faith you claim. This is further reinforced by Jesus' teaching in Matthew 7 that you would know people by their fruits (their actions).
