Who's responsibility is it to care for my children?

Sorry for this edit to the question. I should point out where it came from. Someone had asked a question whether or not this site is suitable for kids. I suggested that we should all be careful what we say, and speak respectfully and appropriately to one another at all times, and then we wouldn't have to worry who's reading our comments and viewing the images we post.
But of course, the poster of the original question felt that it is a parents job to keep their kids off this site because it at times contains inappropriate material.
I realize this is true to a great extent, but some parents don't monitor what their kids do on the internet. Should we take this into account? Who's job is it to care for children?

Just raise 'your' kids the way you see fit and ignore government mandates. I figure it'll take about six months, tops, for somebody from DFACS to be around to collect their property.


















However, a society should also have it's government support their most precious resource. Quite obviously.
