Muscle is much heavier. That is why you generally will add weight when you work out heavy.

I'm guessing because muscle is more dense?

Every spring when I start serious training for the race season I'm 10-15 pounds over my target weight, for the first 6-8 weeks my weight increases while my waist size gets smaller. It's caused by the addition of muscle compared to the loss of body fat.

Technically, a pound of fat is still 16 oz. of fat, and a pound of muscle is still 16 oz. of muscle. The mass of a pound of muscle is, however, smaller than the mass of a pound of fat.
