They go to system32. Search for that, delete it, and they'll be gone forever.

they never truly disappear, they leave a footprint that is always retrievable. As do most modern photocopiers. bit scary really!

It gets marked on your hard drive as usable space and just sits there until something else writes over it.

When something else writes over it, it is gone. Or else you need special software that will write over it as it deletes it.

For the most part, empty recycle bin, is usually enough

There's a program called CCleaner that you can get from download.com. It has a Wipe Free Space function. If you empty the Recycle bin then run CCleaner with that function, it should make whatever you're trying to delete go away forever. It takes a while to run with that function, though.

If it's something that you definitely don't want to ever be recovered, you can always reformat your hard drive and reinstall your OS. That will wipe absolutely all data from your hard drive and it won't be recoverable.
