Poor choice of questions.

Better for WHAT? If you want to skiing cold weather is better, if you want to go to the beach warm weather.

They both have their charms... warm weather can mean pretty girls in bikinis, cold weather can mean snuggling with one of them in front of a fire.... or for that matter a nice walk in the woods on a brisk winter day.

You can always put one more layer on. However, if its warm or hot, you can only take off so much and then ... it's still hot.

Cold weather kills off a lot of the bugs that pester us. I like to see a long stetch of time where everything outside freezes up.

Cold weather can be ameliorated with clothing, heated shelter, warm bodies. Hot weather is a real killer when overheating can't be avoided. Hot weather spurs investment in outdoor facilities. Cold weather concentrates on indoor energy efficiency. Both good investments, but cold weather is more endurable.
