I would say a South African city like Johannesburg or Cape Town. If not a South American country like Columbia's Bogota. I'm almost certain it would be one of those two countries. They are very violent societies. I'm using countries that aren't war or failed/failing states.

Do you know what the murder rate in Juarez is? San Pedro Sula? The hundreds of cities inbetween that have higher murder rates than Chi?
