It also has a very practical application to life, and I read it like this:
"I you spend your time judging people by your own standards, then people will turn around and hold you to that same standard when you slip up. Most people aren't able keep the standards that the hold others too. Since only God and the individual knows why a person does what they do, let God be the judge."
if you read the parellel passage in Matthew 7, it goes right on to tell you to "remove the plank from your own eye" before "removing the speck from your brother's eye." In other words, don't fixate on everyone's else's imperfections. You've got plenty of your own. Sin does in fact need to be addressed, but when it does, make sure you have your own house in order.

It means that if you judge others, you will be judged: if you condemn, you shall be condemned: if you forgive, you shall be forgiven.
However, I don't think preaching the Word of God regarding sins, and rebuking the sins of our world are judgments; Judgments require a personal decision making process that takes power onto oneself for the acts of another, while knowing/stating absolutes which God has put fourth requires no personal decision making processes: since they are outlined by God through His Word.
For Instance:
1. People who kill have committed a sin, because killing is a sin stated in the Bible.
2. Stealing is a sin, because stealing is mentioned against in the Bible.
3. Not loving each other is a sin, because we are told to Love each other.

I believe you can sin by doing nothing, when God's Word obligates you to do something through His Word.
For instance:
You watch as a child gets raped, while you could of done something to stop it: this would violate the commandment to Love your neighbor as yourself.

and as the bible say you do not have to sin to open your mouth and say hey what do you think your doing and cause the adulter to lose their interest enough for their sex drive to dissapear in that instance.
doing nothing is the same as committing the sin yourself.

yes Divine will be one that we all answer for not saying thats not true for onee moment :-)))
but I was thinking of how the scripture applies to us all as people like you were talkign about human nature and the foolishness we entertain to make ourself in our own eyes better than someone else.
