The Bible doesn't prohibit marrying someone of another race. It does teach that believers shouldn't marry those of a different faith. In the Old Testament, the Israelites are told not to marry people of the tribes in Canaan. The reason for that was that the people of Canaan were not followers of the God of Israel. In the New Testament, believers are told not to be bound to unbelievers. Yet even in that, there can be allowance seen for a believer and nonbeliever to be married. There are several references to spouses of unbelievers remaining faithful to their non believing spouse, and winning them over by their life.

In 1 Corinthians 7:12-13, the author (Paul) states that if a man or woman has an unbelieving spouse, they are not to leave the marriage as long as the unbelieving spouse consents to stay in the marriage:
"Now, I will speak to the rest of you, though I do not have a direct command from the Lord. If a Christian man has a wife who is not a believer and she is willing to continue living with him, he must not leave her. And if a Christian woman has a husband who is not a believer and he is willing to continue living with her, she must not leave him. (1 Corinthians 7:12, 13 NLT)"
If it were forbidden for a Belive and unbeliever to be married, Paul would have stated it so here. Instead, he gives believers instruction that they are to stay married and not divorce their unbelieving spouse. Also, in 1 Peter 3:1-2, Peter mentions that husbands can be won over by the faithful conduct of their wives.
That being said, Paul also states that a person who is a believer should not be bound to an unbeliever (not specifically referring to marriage, though), and in 1Corinthians 7:39 he states that widows can remarry, but to a man who is a Christian.
