This is an example of someone abusing the Second Amendment. Since this is a routine occurrence now, it's proves that people REFUSE to be responsible and thus their privileges (to leave guns & ammo lying about rather than securely stored) should be curtailed. I assume you are fully aware of "Thy shalt not lead us into temptation"?
We did that here a quarter century ago and nothing like it has happened since, same thing in the UK & Australia.
Other than basic grief/loss counseling, offering a largess may prompt some (unscrupulous) civic official to give the local 'bad seed' some drugs, booze & armaments and induce him (almost always guys) to go on a rampage so they can get compensation funds to build a new town hall.
Potentially costly PRECEDENT, of which RWNJ's worship.
It's almost always far less costly to PREVENT a problem rather than to do (even less than) a perfunctory attempt to REPAIR the damage. Penny wise & pound foolish.

Besides our political leaders got more pressing things on their minds like licking their pride after that fiscal crap they created for themselves.
Yupp, when things are good the money flows to the dumbest of projects, then when the money is tight even the well deserved get screwed. That's the political arena.
We citizens will have to learn to do for ourselves, because we know we won't get help from our government in times of bad economics, even if our own government caused those bad economics!
