Walmart didn't one manager did and that's because of a miscommunication most likely meaning they're weren't made aware that the appearance was approved of, they were just following standard policy of what to do when people are causing a disturbance such as a large group of people singing.

It was one manager not the company and the report says they did so because of a miscommunication which probably means nobody told that manager about the event.

It's Walmart policy to call the police if a large amount of people are causing a disturbance (one case being singing) the report says there was a miscommunication which means they forgot to let the manager of that shift know about the event which commonly happens when you have over ten different types of managers.
