Once Clinton and Gingrich agreed to rescind the Glass/Steagle Act which was enacted after the Great Depression, banks were allowed to gamble with taxpayer guaranteed money, and the jig was up. The CEO of Lehman Broters made a quarter of a billion dollars in sinking that corporation. It must have been legal or he'd have been indicted.
Not so much banks, took our lands, more U.S. Government with disease blankets(Trail of Tears), and killing off our food supply(bison), basically genocide
