No. I have been on planes with crying children and toddlers. It's not pleasant, but babies are babies and toddlers will have tantrums at times.
It's not exactly as if the parent can step outside with the child.

Children have tantrums because they believe they work.

Children initially have tantrums because they have tantrums. The consistently have them if they recognize they work. But even if they don't normally have a tantrum, sometimes they will. The only tantrum I remember my son having when he was little was when I took him to get his haircut the very first time. We stepped through the doorway and I don't know what happened but he grabbed both sides of the entrance and started to scream. I don't know if the sound frightened him or if he saw something that frightened him, but obviously we were not going to disturb the whole shop so I left with him. I don't know if it was truly a tantrum or if he was just terribly frightened.

No, I haven't. I feel sorry for the parents in the story though. I wouldn't fly with a young child if I could avoid it.

No I haven't and hope I never do! Having worked in retail for a little bit, I've seen some real meltdowns and parents just ignoring it. I would not have dared act like that.
