With people so worried about welfare recipients using taxpayer money to feed the drug habits the general public thinks is so rampant in their ranks a thought came to my mind. Shouldn't corporate CEO's be subject to these mandatory drug tests? After all, the government gives almost twice as much corporate welfare as they do to social welfare programs.

The people who are receiving welfare benefits are – ALL of them are – taxpayers. Most have paid into the system in the past through their payroll tax withholdings or when they filed a 1040 tax return, and even those few who never paid an income tax have paid and still pay numerous excises: sales tax, gas tax, cigarette tax, etc, as well as untold numbers of taxes and fees indirectly, which are passed onto them by manufacturers, but for which they themselves are not the subject.
This is why they're called 'entitlements': 'Entitlement' isn't a dirty word – that's what they are. If you pay on an insurance policy, whether for 50 years or for a month, you are entitled to whatever benefit your policy states you are to receive should you experience a loss. The same goes for public entitlements – they're essentially an insurance policy we all pay into, from which we are entitled to certain benefits should we experience loss (hardship). No one would suggest we drug test insurance policy holders to see if their insurer must pay them. (Well, it's the same damn thing.)
