For some reason, my first photo was "deleted" those "picture police!" i guess the pic of the child with the tatoo was too much for mature viewers?

1. It's extremely painful,
2. The kid might hate it when they get older,
3. They'll be judged their whole life for it,
4. It'll stretch out and look weird and distorted as they grow older, and
5. There are other ways to identify a baby. You could get a DNA test, which as far as I know is just a shot, which babies get shots for vaccination anyway.

A tattoo is a very personal thing, IMO and you can't just choose that for someone.
On a shoulder might be ok, anything that droops with age would be weird later.
