As is my fourth.
I perhaps should have paid more attention to your third sentence. I agree that corrective measures can and should be taken. But whether a one child policy is THE corrective measure is debatable. I did mention something about increases in productive capacity.
Your fourth sentence, and a similar part of the third, are truisms that can be applied to just about any problem that worsens over time. The sooner the better.
