    In some of these cases this is necessary. Some babies are born addicts. Others cases people are trained from very young to do drugs & alcohol. But over-all you put forth a good point. those who have been treated more than 3 times just don't want to get better. After the 3rd time then they should be left to work it out themselves..

    They should also stop giving money to Fortune 500 companies, Oil companies, Companies that ship jobs over seas.
    I'm pretty sure many charities receive subsidies, certainly tax reductions. That's a start.
