They are thieves and frauds that need to be prosecuted. No work, no eats. Whipping may be a bit much, but a little deprivation of the luxuries might lead to some meaningful introspection or reduced obesity among inmates.

People who fake a disability are stealing from the government which means they are picking the pockets of every American family. When my uncle retired from being a surgeon, he took a job following up on disability claims. Nearly half the time they were bogus. He found one guy who was supposedly wheelchair bound on his roof, he found a lady who was housebound at the Bingo parlor where she had driven herself. It's a scam. And if you watch daytime television it is one that lawyers are buying into because it's easy pickings. What is sad is that this diminishes the funds for people who really do need help. And that's wrong. Just today driving down the street I nearly got run off the road by a pick up truck that had signs on the side saying he did yardwork. But on the back, he had a handicapped license plate. Two wrongs.......

We should sell them to people who will make them work.

Shackles? Really? No. They should have the disability taken away and have to pay back the money and get a job. Maybe some jail time, but DAMN,,,, harsh.

I'd probably be against using shackles too. But, I see nothing wrong with putting them in Stocks in the town square.

Yes, because they're stealing from hard-working taxpayers, and reducing the benefits available for those who are truly disabled and incapable of working to earn $$.
