Should doctors, paramedics, nurses and other medical workers be allowed to help members of their own family?

I think it all depends on what you mean by treat. As a nurse I know I would not want to be in the OR if there was a family member laying on the table. You need clear heads in moments of emergency and if it is you loved one I do not think you can be that dispassionate. However, if you are talking about care outside of the ER or the OR I do not see any real reason why they should be excluded.

That might be the absolute worst time for them to be involved. In an emergency clear heads need to prevail and if your mind is clouded by emotions because it is a loved one you might hesitate or fail to make the right call.

It would be too emotional for the worker. If there was no one else available and it was the only way to save the family's life, that would be a different story. In most cases, however, no.

But only if they are able to remain professional about it. That would require some detachment and only the medical diagnosis would be their concern. If they could not detach themselves then they should not be part of the team trying to help them.

There are psychological, in addition to legal, ramifications.

Unless, they are the only one's available to do so. Otherwise, you risk emotion clouding judgment.
