Should anyone be able to make an officer of the law write himself a ticket for breaking the law?

Several times I have seen policemen driving patrol cars and breaking the laws of the road. They do rolling stops, speed without their lights on and drive recklessly. Today I saw a county sheriff car that was in line waiting his turn at a traffic light. The light turned yellow and the car sped up to get through the light and then the light turned red before the car made it through. Policemen set bad examples sometimes for the ordinary drivers.
