Satan: a "thief and liar" how is it possible if he has to "have permission" (book of Job), and....i thought god of the bible "does not tempt" and is, "no respector of persons"?

Even at his worst, SAtan the Angel of Light who decided he would take God;s position is constrained to attack humans. As you have probably figured out this constraint is becoming less and less all the time. Notice also that in Job God allowed all to be done to =Job but he could not Kill Job. If you read it carefully Satan almost oversteps tht one pro,is to God.
God did know his Man Job and trusted Job;s fortitutde

Satan was telling God that in order to acheive his boastful wager he would need God to give him a free hand. God set Satan's parameters concerning faithful Job. - God did no tempting. - God loves his own. He is not intimidated by place / position..

That is exactly what god was doing, he was testing his faith, that is tempting.

Satan needs no permission to lie, any more than you do.
