San Francisco Supervisor Scott Wiener introduced legislation to redefine efficiency dwelling to include units as small as 220 square feet including the bathroom and closet. “We already have micro-units in San Francisco—it’s called roommates,” Wiener said. The board of supervisors agreed with a 10-1 vote.

In Kyoto, Japan, 220 square feet is about 11 Tatami mats. That is a luxury apartment. "Tea room" apartments come at only four and a half mats, about 90 square feet.
I use to be able to live in a dorm room, but even then the bathroom was separate and we had dining halls.
If using safe-spacing/multi-purpose furniture then it's doable. I do wonder about the kitchen area. Not everyone's a chef, but not everyone is cooking dumb either.
I presume it's better than 64.5 sq foot with a stranger roommate!
Nuke SF from space... It's the only way to be sure.
