Service is normally included in the price of the meal in France - their servers are paid a guaranteed minimum wage much higher than elsewhere.
This means that when they go overseas, it just does not cross their minds that service is not included - it is a cultural thing.

Maybe their restaurants include it because it is the only way to get it out of them? lol
