Already do, I grew up here.

Sure its more expensive then living in a country town or a smaller city, but these livability ranks are based on things like accessibility of facilities ie. Hospitals (The Royal Womens Hospital, Childrens Hospital, Alfred Hospital, St Vincents Hospital, Royal Melbourne Hospital, Royal Dental Hospital and The Royal Victorian Eye and Ear Hospital are all within 5 minutes of the CBD and within the rest of the metropolitan you are never more then 10 minutes drive from a hospital), Airports (Melbourne International and Domestic airport is 30 minutes from the CBD), Public transport (Trams, Trains and Busses can get you to within a 4 minute walk of wherever you want to go within the whole metro), Shopping, Schools and Public parks.
Its also based on the availability of employment and housing, the size of the houses and the wages of the jobs.
Crime rates are nothing compared to similar size cities in the US (our population is about 4.1 million).

Plus it is beautiful, cultural and home of some of the best restaurants and cafes in Australia.

The US is a dying nation largely due to a populace who cares more about American Idol than America.

I'll take Brisbane over Melbourn any day. It's more livable & laid back.

I can't explain why, I just didn't like Melbourne. Not for any specific reason, but we just didn't 'click'.

The Queen (or King) of England is a constitutional monarch, a ceremonial figure whose powers are strictly circumscribed by the constitutions of England (or other Commonwealth countries).

In THEORY, the "chain of command" goes from the queen, to the governor-general of the Commonwealth, to the Prime Minister of Australia.
In actual fact, the queen and governor general will do what the Australian (or English) Parliaments tell them to do.
