Depends on whether the person can actually do something about it. There are some people who are just treated like outcasts, and there some who LET themselves be treated like such.

This is true of course. I have been to Kenya many times, I have visited the poorest of the poor, who live in the garbage dumps and live off of less than 10 cents a week. They spend their days picking through the garbage to find things to sell, or to eat. They live in tiny one room huts with no windows, with about 3 other families. They are so loving and so compassionate towards one another. These were the happiest humans I have ever seen.

It's a devastating feeling to be sure, but probably not quite as debilitating as the feeling of starving to death, or one's body slowly rotting from a curable disease because one can't afford to see the doctor or pay for the medicine she prescribes.
Love and acceptance are indeed valid needs, but they are not the most necessary for human survival.
Excellent point. Though I think the fact that one may not able to afford medication needed to help with their illness could be directly linked to feeling lonely and unwanted, if they don't somehow get the help they need.
When a governmental body tells its citizens that they do not deserve the basic tenets of an efficient, civilized society, that essentially tells those people that they don't matter; their lives are worthless.
