Because as a society we tend to abhor things that cause harm to other people which usurp their rights. It tends to change as the years go by. Unfortunately, this is a recent development.

There technically isn't a non-chemical part of us that decides. Our brain is a vast network of connections, and using more used ones we perform actions and memories allow activation of pathways that release specific neurotransmitters which cause neurons in our brains to alter signal magnitude and direct them to other neurons.
