There technically isn't a non-chemical part of us that decides. Our brain is a vast network of connections, and using more used ones we perform actions and memories allow activation of pathways that release specific neurotransmitters which cause neurons in our brains to alter signal magnitude and direct them to other neurons. Is there much we still don't know about the brain? Yes, but if you want to say I begged the question, then go ahead. Quite empty, I gotta say.
