Then I think that small businesses should get a tax break of some sort for every new employee they hire. That will provide jobs and stimulate their own businesses.
Large corporations should review their executive salary structure and perks and cut them. Use the money they save to hire more people and/or raise the salaries of current workers so they have more to spend in the economy. If you create a demand for products you will not only stimulate spending, you will stimulate hiring to meet the demand.
