Is something external causing the speed of light to be limited to 186,00 miles per second or it is light itself that determines that limiting speed?

In other words, is the speed of light being limited by an external force or is light itself setting that limit?

I think the light itself is setting the limit.If it didn't I don't think red shift would happen.reply
