Is it the woman's fault in rape because she dresses provocatively?

Yes , She deserved what she got for wearing revealing clothes.
No, Put the blame where it belongs , on the rapist.

Everyone in the earth has the right to dress according to their wish, but no one has the right to assault anyone!!! Why the hell will it be the victim's fault that she has been raped!!!!

And if someone gets shot, it's their fault for not being bulletproof.

Rape is actually classified as a crime of anger. As an anatomical pathology technician who assisted with postmortem examinations (autopsies), I saw ladies into their 70s who had been raped and murdered, and no, it wasn't what they were wearing either.

It's not okay to rape women on a nude beach, if they're dressed provocatively, if you know them, or for any reason.

The rapist is the one to blame, however just to be safe and careful women should try not to dress provocatively for her own safety, yes it isnt her fault or intentions to attract such preditors yet sadly her intentions and character is not seen or considered by the attacker to him she is a prey or some tool of "relief". The effect of revealing clothing should not be underestimated, an ordinary straight guy would know that.
