IS IT FAIR TO EVERYONE WHEN A COMPANY GIVES A 5% RAISE TO ALL OF IT'S EMPLOYEES?

ABC Company decided to give all of its employees a 5% raise in 2012. Joe who works in the stock room received a $1,000.00 increase based on his yearly income of $20,000.00 while Fred who is the operations manager received a $10,000.00 increase based on his yearly income of $200,000.00. Joe is furious that Fred and others in management received ten times as much as he did. (Premise taken from an article that appeared in our local newspaper) In your opinion is Joe justified in feeling as he does?

I think that I would have given Joe a raise and the the management jack squat then see how much the management whines and bitches. Because, odds are Joe is barely keeping afloat. But that's just me. ^_^

I would just rather give the lower people on the totem pole a raise than the people up top. that's all...
It is because Joe does actual physical labour and Fred is a paper pushing desk jockey. The company could not run without people like Joe OR Fred, but Joe doesn't make that much as it is and Fred makes plenty. Also, giving Joe a 5% raise will cost me $9,000 less each year than if I had given them both a raise.
