I think it depends. If you are requiring someone else to do or not do a certain thing but you are not willing to adhere to the same standards, that would make you a hypocrite.
If however you merely profess that a certain thing should be done or that something is wrong to do, but agree that is something that you may have had trouble with yourself, that just makes you a human who has given thought to morality, ethics and your own frailties. Just because we can't always live up to our ideals doesn't mean we should give up on them and accept a less lofty position.

Sometimes you are a hypocrite and sometimes you can’t for one reason or another. Nothing is black and white. Unless you have the luxury of religion.

Exhorting that people shouldn't smoke, as smoking is not good for health, is as good advice, based on as true the statement, when it is given by a smoker (who may, indeed, be desperately trying to quit) as when otherwise.

I forgot to add that if you think an argument is invalidated on the basis of the arguer's personal status in some respect or other, that is what is known in philosophy as a logical fallacy, specifically an ad hominem fallacy. I think you're pretty normal. Most parents use the "do as I say, not as I do" plan. Some would call this type person a hypocrite.

Hmmm...that's really more of "Hey, listen to what I'm telling you because I was stupid enough to make that mistake and it still haunts me. I don't want you to do it too." If they are not doing this, they are not parenting.
I'll give you an example: My husband's sister spent her teens and twenties drunk, on drugs and whoring around. She refuses to tell her kids that doing these things is wrong because "she would feel like a hypocrite". Well guess what? All of her daughters are currently drunk, whoring druggies. She just tells them to "be careful", whatever the hell that means. She should have told them that she did it, regrets it and here is a list of the horrible pitfalls that she was lucky to have survived.

I would call them a hypocrite yes. And kids do what they see not necesserily what they are told. So if the parents have a messy home bit demand to kid to clean his room up. He may be very reluctant to do so. He may even feel resentment
