Because that's totally a pipe-dream; It will never happen.
Tons of minors use this site, and I highly doubt that Fef would ever risk jeopardizing his precious revenue stream, by not providing such a feature.
Just think about the potential lawsuits if some kid got their feelings hurt and offed themselves, and the parents could prove that there were no protocols in place to prevent cyber-harassment.
I do like the ability to block spammers though
