I am watching the debate,,,Santorum always saying how Catholic he is?????

It's customary for us to go to Mass on that day, and to receive the ashes -- but it is NOT required.
So, if Santorum and Gingrich (a convert to Catholicism) were just too busy to make it to Mass that day, no problem. They were not required to go.
Another possibility is that they DID go to Mass, and DID receive the ashes -- but needed to wipe them off before the TV makeup was applied.
Either way, the measure of any Catholic's faith is not in outward appearances. It's what's in our minds and in our souls.
edit add: If they had them, there would be some who would claim they were being hypocrites by showing their religiosity - it is a no win
