All the time now my brother who is 22 years old he walks up and down ,moves about while siting down ,one time i asked him if the chair he is siting on is ok? and he said it is. but i want to know what it is. so i know why he keeps on doing that.

Google "restless leg syndrome" and see this video (below). I don't know if this is what it is, but it's a possibility-- might pay to have your brother go see a doctor about it.

what he knew about the issue. His words: Although there are several medical and emotional reasons for such behavior, if this is a new thing, drugs could be involved. Cocaine and it's derivatives are a common cause when it's time to get high again. Have him pee in a cup.

Good luck, especially if he doesn't think there's anything wrong.
