Dog starved and killed for "art". Do you consider this art?

An "artist" from Costa Rica, named Guillermo Habacuc Vargas, put a starved dog as a work of art, the poor dog died there, he did not want anyone give him food or water. This monster asked some children to chase the dog and he paid them for their dirty work to give him the dog.

In that event, (in which the dog died) he was chosen to represent his country in the "Bienal Centroamericana Honduras 2008".

P.S. If you feel a strong disgust towards this man, there is a petition you can sign on the second link I provided. It's written in Spanish, but the translations I have received describe the petition as one that is boycotting the art festival that has elected him to represent his country.     If this is true, this jerk needs to be held accountable. I cannot believe someone in that crowded room, shown in some of the photos, did not feed the dog, regardless of what this bonehead said.
