Do you think the old Penal Colony option could be reintroduced?

So we hear over and over again about the ever skyrocketing cost to state and federal authorities to maintain the prison and jail systems in the United States. Not to mention the overcrowding problems which continue to plauge them. They can't get a prison or jail built before it's already overcrowded. Before the first inmate is ever allowed in the door even!
It just got me to wondering if they would start entertaining ideas of just establishing a penal colony somewhere. Where they could just drop them off and not have to spend the money to take care of them anymore.
And yeah, I just got through watching Escape from New York.

If I'm not mistaken, Georgia or Florida (maybe both together as they were both claimed by Spain to start out with.)also started out as a Spanish penal colony in the begining.
They scrapped the space shuttle. Besides it did'nt even carry enough fuel to make it to the moon. But I guess we could tell em to hitch-hike the rest of the way. Haha
