I'm confused a bit about what you are talking about. Do you think it's someone's own fault if they stumble across one of these sites and die?

Yes... I suppose anorexia, suicide, self-harm and all such things are up to the individual and not the fault of anybody who promotes such things. Makes more sense to address such things in the home, rather than silencing web users all over the planet. Anyone who is bent on doing these things will do them, regardless.

Pro Ana sites offer tips for an anorexic life style (like tricking family members that they've eaten, but they really haven't). Pro Mia offers tips for a bulimic life style(like how to purge food).

I am not for banning sites but I now have some understanding of what they are via Google. They are worrisome for self destruct / self abuse reasons.
