Do you think people should be tested for mental disorders before having children?

Point is, I see and hear about so many disturbing cases about child abuse, sometimes for such senseless reasons! Although nothing really surprises me anymore with what's come of the world we live in, I believe there should be tests before becoming parents, such as full backgrounds, major anger problems, etc. What's your take?
