Californians had a bad year at the pump in 2012, averaging a record $4.028 for a gallon of regular gasoline, according to AAA. That shattered the previous record, set in 2011, by 21.3 cents a gallon. The jump was so big that it surprised even people who review fuel prices on a daily basis.

Now Mr LA Times:
I am sick and tired about the high cost of gasoline in California. Progressive California has requirements for the emission controls that other places will not even consider, including one that makes it more hazzardous than ordinary emisions. Let's have common sense and your costs will go down.
Not once, ever.
This isn't proof.
Now, where is your proof that Obama said he wanted gas prices at 10$ or more a gallon? does it even exist?

2) Lof of new refining capacity coming on line.
3) Lot of repairs made to refineries that have been down.
4) Fair number of shut but available refineries around.
5) Escalation of foriegn demand not happening that rapidly.
On the other hand...there really isn't any other hand. No real case for anything but falling prices.
