Yes

There are two sides to everyone's perception. In one, you judge your competition, the looks of people of your own gender, and in the other, you judge a potential mate/matchup. Sometimes the spectrum gets skewed further in one direction or the other.
And ya, it's pretty automatic to stare, you have to think about it to get yourself to not look.

They really do. And some women even ask each other if they touch them if the girl is confident enough or the boobs amazing enough. I think it's just taboo for men to look at them for some reason.
