The designer didn't take into account the term "fashion designer". Some clothing is art. This is not something you could wear to the grocery store or a cocktail party; in fact, the only place I can see this fitting in is an episode of Dr. Who.

It is just the designer's way to provoke the buyers' or the fashion editors' attention. Nobody in the right mind would wear this outfit. Many runway fashion would have to be altered to suit a real wearer's lifestyle.
