exactly. it is paying children whose teachers are failing to teach them anything during the school year ( and often resent having that failure pointed out to them even though it is the truth ) to fail.. and then be bribed to learn.

That is a good incenitive they should do this in all the remaining 49 states. It would catch on and encourage students to get good grades in school. Learning is Fundamental and get paid for it sounds good to me.
