You want to pay students to attend summer school, fund it with deductions from teacher's and Administrator's pay, for not doing their job. Add an entry to the 'employee tax deductions' column of their paycheck and call it 'failed in my responsibility'
I just found this podcast called School Sucks a couple days ago. You might enjoy it. It's aimed at teens and adults. He does a pretty good job of explaining the purpose and efficacy of the government school system.

Why SHOULD they be paid? Rewarding poor behavior? I don't THINK so.
As others like Nicole said, this can also create a perverse incentive for kids to perform poorly during the school year...
But, okay, yeah, it does seem a little strange. Don't schools usually tell the students that they're "being paid in knowledge"?
PS - Besides, money is not going to make them WANT to learn. You can pay somebody all the money they want, but if they have no interest in learning you're wasting your money --- they WILL NOT LEARN. They have to be willing to learn and pay attention. Giving them money isn't going to work.
By the way... it's not your tax dollars. I don't know why the hell the media broadcast it as though it is yours, but it's stupid and incorrect. Tax is when the government TAKE money from you. You don't have a choice in the matter. It is their money and not yours to do with as they please. Unhappy? Refuse to pay taxes and see where that gets you.
