The only way they should be paid is if they are working to graduate early, not to remediate previously bad class performance.

It started a while ago. When schools started giving out money to those with perfect attendance and has slowly went to other aspects. My wife (a teacher) has to bribe her kids to do any work. When she talks to them and tries to help them, they say "What are you going to give me?". It sad but the education system is fubared at the moment and is getting worse. Just like our government to education system needs a stable cleaning. We want to blame the teachers.. It isn;t their fault it is the fault of a government trying to get everyone to depend on them...
