Can people text when they are high?

one of my guy friends is sending me some really odd text messages saying he's smoking weed or whatever, but i was wondering can you really text people when your high? I haven't a clue, i just know his responses are very odd. how much can someone who is high comprehend? i just don't understand. he knows that it pisses me off when he talks about it and he's asking me like do you wanna come over here too?

TELL HIM, when he makes himself a dope, to stay away from you. I can't deal with drunks, so when someone makes themselves drunk, I refuse to have anything to do with them. It's not worth having any kind of emotion about their choices - let them make complete fools of themselves - that doesn't mean you have to involve yourself in it.

From what I've seen getting high isn't like getting drunk so id assume they can text but I've tried weed twice and it put me to sleep so my text would be like a sleepy person just before they went to bed

I hate getting drunk text messages.. every flipping night!.. or I'll get a phone call from one of my guy friends.. and have to listen to sobbing for half an hour.. O___o
