It is in the context of talking about false teachers scoffing at supernatural powers, stating that they shouldn't be doing that because even the mightiest of the angels did not scoff at the devil, rather rebuked him in the name of God.

Looking for context, you should read the whole chapter to get the full effect. Suffice to say God doesn't much like false prophets. ^^
